Summary. ChatGPT ads run in India, and Indian businesses can buy them directly. OpenAI's Ads Manager availability page lists India for self-service, with a minimum daily budget of 725 INR for rupee-billed accounts. OpenAI's 23 September 2026 post counts India among its Asia-Pacific launches; Business Standard reported the India announcement on 27 August 2026, naming WPP and Omnicom as the first Indian agency partners. A daily budget is an average over a Sunday-to-Saturday week, so spend can reach twice the budget on one day and seven times it in a week. Ads reach logged-in adults on the Free and Go plans, and OpenAI's ad policies generally bar financial, health and legal services ads outside the US. On 21 October 2026 OpenAI said more than 100,000 advertisers had used the platform, now in 89 countries, and promised more formats, objectives, buying options and measurement, with no dates. Shopping in ChatGPT, Sponsored Agents and image-generation ads are US-only. Our verdict: run a capped test, install the Pixel and Conversions API behind consent, keep copy within ASCI and CCPA rules, and keep OAI-SearchBot allowed.
About this article. For Indian marketing heads, agencies and founders weighing a ChatGPT ads test. On 7 November 2026 we checked OpenAI's announcements, Help Center articles, ad policies (updated 10 September 2026) and developer docs, the CCPA's misleading-advertisement guidelines as published on 9 June 2022, the ASCI Code Book (online edition, sections updated to April 2024) and the PIB release on the DPDP Rules. OpenAI's Help Center, blog and policy pages block automated access, so we read Internet Archive copies captured between 12 October and 4 November 2026. India launch dates and agency partners come from press reports and are labelled as reported. Not legal or financial advice; prices and policies change; no vendor paid for inclusion. Researched with AI assistance and reviewed by our editorial team.

Business Standard reported that self-serve buying in India would open on 4 September; PPC Land reported that it was not yet open when ads went live at the end of August. Business Standard also reported 330 million monthly ChatGPT users in India in May 2026; OpenAI does not say how many can see ads.
What OpenAI has announced but not dated
Most of the 2027 picture is still unconfirmed.
| Announced item | Where it stands | India date |
|---|---|---|
| More formats, objectives, buying options and measurement | Named as the next phase on 21 Oct 2026 | None |
| Visual ad format during image generation | US test with initial advertisers, announced 5 Oct 2026 | None |
| Sponsored Agents (a labelled chat with an advertiser's agent) | US test with select advertisers, announced 16 Sep 2026 | None |
| HubSpot and Shopify integrations | HubSpot with no geography stated; Shopify app for US merchants | Not stated |
| Self-serve merchant portal | Aimed for later in 2026 | None |
The table draws on OpenAI's posts of 16 September, 5 October and 21 October 2026 and its merchants page. Nothing on it carries an India date. For FY2027-28 budgets, treat them as possibilities to re-check quarterly.
One change runs the other way. OpenAI says it is moving away from a standalone Instant Checkout: users discover products in ChatGPT and buy on the merchant's own site or app. Google is going the opposite way, with UCP-powered checkout on eligible listings in AI Mode and Gemini for select merchants with products eligible in the US, Canada and Australia. Our Google UCP checkout guide covers that route.
How ChatGPT ads work, for a Google Ads buyer
OpenAI's January principles still frame the product: ads sit below an answer when a relevant sponsored product or service fits the conversation, are clearly labelled, and do not change the answer. Advertisers get aggregated data, not conversations. In its US test, OpenAI matched ads to the conversation, past chats and past ad interactions, and runs its ad auction separately from answer generation.
The mechanics differ from search in six ways.
Context hints, not keywords. An ad group can carry up to 2,000 context hints. OpenAI says hints are not exact-match keywords: they describe products, use cases or needs, and do not replace geographic, platform or audience targeting. Lightweight trail running shoes for rocky terrain beats shoes.
Landing pages feed relevance. OAI-AdsBot visits pages submitted as ads to check them against OpenAI's policies, and OpenAI may use the page content to decide when the ad is most relevant. Thin landing pages weaken delivery.
Budgets pace weekly. The budget week runs Sunday to Saturday in your account timezone, and a campaign that uses up its weekly allowance early may stop delivering until the next week even while marked active. With a daily budget and fixed bidding, the budget must be at least your highest effective bid, including audience bid adjustments.
New accounts may start domestic. Some new self-serve accounts can advertise only in their home country until identity verification is approved and they reach a required spend there. An Indian account targeting the Gulf or the UK may need to spend in India first.
Platform and geography controls. You can target five platforms plus countries, regions, cities and postal codes where available; product-feed campaigns are limited to country level. OpenAI tells advertisers to avoid custom audiences in the EEA and Switzerland while ad personalisation is unavailable there, and states no such limit for India.
Copy can adapt to the conversation. Advertisers can opt into AI text customisation, which adapts headlines and descriptions to the conversation and translates ad copy into the user's preferred language. OpenAI has not published which Indian languages this covers.
What OpenAI's ad policies allow from India
For many Indian advertisers, OpenAI's ad policies, updated on 10 September 2026, matter more than targeting.
- Allowed categories. In the early phase, ads focus on household and consumer goods, local services, travel and entertainment, and digital products and education.
- Restricted outside the US. Financial services and health services ads outside the US are generally prohibited, and legal services ads outside the US are prohibited.
- Disallowed everywhere. Alcohol, tobacco, gambling, political content, recreational drugs, adult content, and individual job or housing listings.
- Placement. Safeguards keep ads away from sensitive contexts such as political content and mental or personal health conversations. Qualifying advertisers can add Negative Phrases for brand-specific exclusions.
- Baseline standards. Ads must be truthful and must not imitate the ChatGPT interface; landing pages must stay within the approved category.
For an Indian bank, NBFC, insurer, broker, hospital or law firm, ChatGPT is not a paid channel today. Budgeting apps and finance courses that offer no financial services are generally permitted.
Indian advertising rules apply to ChatGPT ads too
OpenAI's policies sit on top of Indian law and self-regulation, not in place of them.
- CCPA guidelines, 2022. The Central Consumer Protection Authority's guidelines on misleading advertisements, in force since publication in the Gazette on 9 June 2022, apply to all advertisements in any form or medium. Factual claims must be capable of substantiation, research-based claims must state source and date, price claims should give a fixed price rather than from-as-low-as wording, and a disclaimer must be in the same language as its claim.
- ASCI Code. Chapter I requires truthful advertising and bars misleading by implication, omission, ambiguity or exaggeration. ASCI's guidelines on deceptive design in online advertising, applicable since 1 September 2023, cover drip pricing, false urgency and disguised ads.
In practice, if you opt into AI text customisation, check that translated copy keeps any qualifier with its claim, and make sure the feed price includes non-optional charges, because ASCI treats hidden add-ons as drip pricing.
ChatGPT ads compared with Google AI Mode ads
Indian buyers will compare ChatGPT with Google's AI Mode, which began scaling ads in India on 28 October 2026. The Google column summarises our AI Mode ads playbook, which cites Google's announcements.
| Factor | ChatGPT ads | Ads in Google AI Mode |
|---|---|---|
| Account | Separate OpenAI Ads Manager account (beta) | Existing Google Ads account |
| Setup | New campaigns, ad groups and ads | Existing Search, Shopping and Performance Max campaigns are eligible automatically |
| Matching | Context hints plus geography, platform and custom audiences | Keywords, AI Max, broad match, Shopping feeds |
| Can you buy the surface alone? | Yes, it is its own channel | No; you cannot target or exclude AI Mode on its own |
| Who sees ads | Logged-in adults on Free and Go plans | AI Mode users; English is the only listed ad language |
| Entry cost | 725 INR minimum daily budget | Your existing campaign budgets |
| Reporting | Own Insights, segmented by five platforms | No separate AI Mode segment |
The ChatGPT column comes from OpenAI's documentation. ChatGPT is a separate channel you can switch on, cap and read in isolation; AI Mode inventory arrives inside campaigns you already run. Eligible advertisers should run both, with separate budgets and metrics.
What Indian performance marketers can do now
1. Make sure ChatGPT can see you organically
Organic answers sit next to paid placements and cost nothing. OpenAI's crawler documentation is specific:
- OAI-SearchBot surfaces sites in ChatGPT search. Sites that block it are left out of search answers, though they can still appear as navigational links. Robots.txt changes take about 24 hours to apply.
- GPTBot collects content that may train OpenAI's foundation models. It is independent: you can allow search and refuse training.
- ChatGPT-User fetches pages when a user asks; robots.txt rules may not apply, and it does not decide search inclusion.
# robots.txt: appear in ChatGPT search, opt out of model training
User-agent: OAI-SearchBot
Allow: /
User-agent: GPTBot
Disallow: /
Check your CDN or WAF too: blocking OpenAI's published IP ranges undoes robots.txt. Our AEO vs GEO vs SEO guide covers how answer engines choose sources.
2. Build the product feed once, for two pipes
OpenAI runs two feed systems, and Indian merchants can use only one today.
Ads product feeds (usable in India now). Through the Ads API you create a feed, connect over SFTP and upload a UTF-8 CSV that follows OpenAI's product file schema, one row per item or variant; feed access may need enabling by OpenAI's account team. Set is_ads_eligible to true for products you want in ads, use public HTTPS product and image URLs, keep identifiers stable, and price in your catalogue's currency. The Delta API changes an existing item's title, price or availability without a full upload. If you enable catalogue replacement, OpenAI deletes products missing from a full upload within a day. Ad groups pick products by brand, category, price range or custom labels, and a template fills in text, price, image and URL.
Shopping feeds (US only). Merchants can apply through OpenAI's merchants page to appear in ChatGPT shopping results, built on the Agentic Commerce Protocol. Shopify and Etsy catalogues are already integrated, there are no fees on purchases that start in ChatGPT, and a feed is optional because ChatGPT already crawls sites. The same clean catalogue serves both pipes when India arrives.
3. Fix measurement before you spend
OpenAI offers a browser Measurement Pixel and a server-side Conversions API, both keyed to a Pixel ID.
- Use standard events such as
order_createdfor purchases andlead_createdfor leads. A conversion-optimised campaign needs exactly one active standard event setting at creation; custom events cannot be optimised.
- When you send an action through both Pixel and server, use the same event name and event ID so OpenAI removes the duplicate.
- Event amounts use the currency's minor unit, so a ₹2,499 order is sent as 249900.
- Capture the
opprefparameter from ad clicks and return it on server events; the Conversions API does not capture it automatically.
- OpenAI's setup example uses a 30-day click attribution window.
- Configure the Pixel's consent controls before initialisation.
That last point matters in India. The DPDP Rules, notified in November 2025, set an 18-month phased timeline that brings most obligations into force in May 2027. Our DPDP Rules checklist tracks the dates, and our DPDP consent guide for GA4, ad pixels and CRMs shows how to gate tags behind consent. Pixel and Conversions API flows are your own processing, so those duties sit with you.
4. Write hints and landing pages for conversations
ChatGPT users ask long, situational questions. Write hints the way a customer explains a need: GST-ready billing software for a three-outlet restaurant, not billing software. Test English first, and treat Hindi or other Indian-language delivery as unverified until OpenAI publishes a language list.
Worked example: a four-week test budget
These figures are hypothetical, not benchmarks.
A Bengaluru D2C brand sets a ₹2,000 average daily budget on a Clicks campaign, well above the ₹725 floor. OpenAI caps a day at twice the daily budget and a budget week at seven times it.
| Limit | Calculation | Amount |
|---|---|---|
| Maximum spend on any single day | 2 × ₹2,000 | ₹4,000 |
| Maximum spend per Sunday-to-Saturday week | 7 × ₹2,000 | ₹14,000 |
| Maximum spend over 4 full budget weeks | 4 × ₹14,000 | ₹56,000 |
With an average order of ₹2,500 and a 40% gross margin, the brand can pay up to ₹1,000 per order (₹2,500 × 0.40). Spending the full ₹56,000, it needs at least 56 attributed orders (₹56,000 / ₹1,000) to break even on first purchase. With fixed bids, no effective bid can exceed ₹2,000, because the daily budget must cover the highest effective bid.
Test plan by business type
| If you are | Start here |
|---|---|
| D2C ecommerce with a clean catalogue | Product-feed campaign on Clicks with Pixel and Conversions API, then clone to a Conversions campaign once purchases flow |
| B2B or lead generation | Clicks campaign with lead_created tracking; exclude existing customers with a custom audience |
| App-first consumer brand | Target Android app and iOS app; confirm your attribution partner supports ChatGPT Ads in India first |
| Bank, NBFC, insurer, broker, hospital or law firm | Not eligible today; work on organic visibility |
| Budget under ₹725 a day | Skip paid; work on OAI-SearchBot access and answer quality |
| Agency-led enterprise | Use an agency partner or OpenAI's sales team |
OpenAI lists AppsFlyer, Adjust, Branch, Singular, Kochava, Airbridge and Tenjin among its app attribution partners, without naming markets. Run any test for at least four full budget weeks, check category eligibility and copy rules first, and judge it on CRM outcomes, not platform clicks.
