Summary. Haryana gazetted its Global Capability Centres Policy on 27 May 2026 and launched it on 1 June 2026, targeting more than 100 new GCCs and over 30,000 jobs across a five-year term, with CAPEX reimbursement running at 50% for non-TOD Gurugram and 65% for TOD Gurugram. The state already hosts more than 270 GCCs. That is the market a Gurugram web development company is selling into, and it changes what "a website" means: the buyer is increasingly an enterprise with an existing identity provider, a security review and a data residency question. Meanwhile the compliance floor moved for everyone. What most Gurgaon web quotes leave out

Four items appear in almost every scope gap we inherit.

Consent and analytics. A cookie banner is not consent under the DPDP framework. The Rules require notices that are standalone and clear, stating the specific purpose, and consent managers must be Indian companies. That last requirement constrains vendor selection before you have shortlisted anything, and it is cheaper to know on day one.

Performance budgets. Most quotes describe pages, not speed. A build without a stated performance budget will drift, and on a lead-generation site the cost is measured in enquiries rather than milliseconds.

Content operations. Who edits this in month seven? If the answer requires a developer, the CMS choice was wrong. This is the single most common reason a good build decays within a year.

Data residency. For any Gurugram enterprise or GCC buyer, where the data sits is a question the security review will ask. Deciding it at architecture stage costs nothing. Deciding it after go-live is a migration.

What we build

How a Gurugram engagement runs

1. Discovery, 1 week. Current-state audit, analytics review of what your existing pages actually do, stakeholder interviews, and a written scope naming what is out of phase one. We meet in person for this; the Sector 83 office is a short drive from most of Cyber City, Golf Course Road and Udyog Vihar.

2. Architecture and design, 2 to 3 weeks. Information architecture, component design, CMS model, performance budget, and the consent and analytics design. The performance budget is written as a number before any code exists, because a budget agreed afterwards is a wish.

3. Build, 4 to 10 weeks. Two-week increments with a working preview environment at the end of each. Your marketing or product team can click through progress rather than reading a status update.

4. Test, 1 to 2 weeks, overlapping. Cross-browser, accessibility, Core Web Vitals against the agreed budget, and form and integration failure paths.

5. Launch and handover, 1 to 2 weeks. Migration, redirect mapping, search console setup, and training your team on the CMS. Redirect mapping is where most rebuilds lose their existing search visibility, and it is not an afterthought.

A marketing site typically runs 6 to 10 weeks end to end. A web application with authentication and third-party integration runs 12 to 20. Anyone quoting three weeks for either is quoting a theme installation.

The stack

Front end. React, Next.js, Astro, and plain modern HTML and CSS where a framework would be overhead. We choose based on what your team can maintain, not on what is fashionable this quarter.

CMS. Sanity, headless WordPress, or a static content model, depending on how often the content actually changes and who changes it.

Backend. Node.js, Python, and Java where the enterprise estate already runs on it.

Compliance, honestly stated

The DPDP Rules require a standalone, clear consent notice stating the specific purpose, breach notification to affected individuals in plain language, published contact details for your data protection officer or equivalent, and responses to access, correction and erasure requests within a maximum of 90 days. Consent managers must be Indian companies, and Significant Data Fiduciaries face independent audits and data protection impact assessments.

We scope after discovery, not before. The reason is that the honest range between a five-page marketing site and a customer portal with SSO and ERP integration is wide enough that any number quoted in advance is a sales tactic.
