Summary. For most small and mid-sized businesses, the default replacement for Windows 10 is Windows 11 on hardware with TPM 2.0 and Secure Boot-capable UEFI firmware, managed with Intune. The alternatives suit specific groups, not whole companies. Windows 365 Business is the simplest: after a 20% list price cut on 1 May 2026, it starts at $25.60 per user per month in the US (₹2,300 plus GST in India) for 2 vCPU, 4 GB RAM and 64 GB, for up to 300 users, and Windows 10 PCs that connect to a Cloud PC are entitled to ESU for up to three years. Azure Virtual Desktop adds no Microsoft per-user fee for Microsoft 365 Business Premium holders ($22 per user per month, paid yearly), but you pay for the Azure infrastructure. Ubuntu 26.04 LTS gets standard security maintenance to May 2031, or May 2036 with Ubuntu Pro at $25 per workstation a year, and Intune now manages Ubuntu 24.04 and 26.04 desktops. ChromeOS Flex is free, with management at $4.17 per device per month. The yardstick is commercial ESU at $61, $122 and $244 per device for Years One to Three, ending in October 2028. Consumer ESU ends on 12 October 2027.

About this article. For owners and IT leads of small and mid-sized businesses replacing Windows 10 PCs. On 7 November 2026 we checked every price and date against Microsoft's pricing, Partner Center and Learn pages, Canonical's release-cycle and Ubuntu Pro pricing pages, and Google's ChromeOS pages; two Microsoft pages were read as archived copies, as the references note. Prices are US list unless stated and change often. This is not financial advice, and no vendor paid for inclusion. Researched with AI assistance and reviewed by our editorial team.

Once you have chosen, our Windows 10 ESU and SMB PC refresh plan covers the replacement work.

What changed in 2026

  • Consumer ESU gained a year. A Microsoft editor's note of 25 June 2026 extended consumer Extended Security Updates from 13 October 2026 to 12 October 2027. Consumer ESU still excludes PCs joined to Active Directory or Microsoft Entra or enrolled in MDM, and commercial ESU still runs at most three years after end of support.
  • Windows 365 Business got cheaper. Microsoft cut Windows 365 Business list prices by 20% from 1 May 2026. New subscriptions pay the lower price; existing ones get it at renewal. Cloud PCs now hibernate an hour after the user disconnects, so a later reconnect can take a little longer.
  • Intune demoted Windows 10. Intune's supported-platforms page now calls Windows 10 an allowed version: devices can still enrol, but Microsoft no longer guarantees functionality.
  • Intune's Linux list caught up. The same page lists Ubuntu Desktop 24.04 and 26.04 LTS with GNOME, and Red Hat Enterprise Linux 9 and 10. Ubuntu 26.04 LTS was released in April 2026.

Option 1: Windows 11 on new or existing PCs

What it is. The in-place successor. Microsoft's minimums are a compatible 64-bit, 1 GHz processor with two or more cores, 4 GB RAM, 64 GB storage, UEFI firmware capable of Secure Boot, TPM 2.0 and DirectX 12 graphics. Microsoft recommends upgrading eligible PCs with Intune or Windows Autopatch; ineligible ones need new hardware.

Cost basis. The OS licence comes with the PC, so the cost is hardware plus management. Microsoft 365 Business Premium, at $22 per user per month paid yearly (US list), includes Intune Plan 1 and Defender for Business. Our AI PC refresh guide covers what to buy.

Management. Intune, update rings and Windows Autopilot, which supports Windows 11 Pro, Pro Education, Pro for Workstations, Enterprise and Education. Each annual feature update gets 24 months of servicing on Home and Pro and 36 months on Enterprise and Education. Our Windows 11 24H2 and 25H2 servicing guide has the current dates.

App compatibility. The highest of any option. Microsoft says App Assure data puts Windows 10 compatibility above 99.7% for enterprise organisations, including line-of-business apps, and that the same promise carries to Windows 11.

Best for. Most office staff, offline or heavy local work, and every PC that already passes.

Option 2: Windows 365 Cloud PCs

What it is. A Windows desktop in Microsoft's cloud, one per user, at a fixed monthly price. Windows 365 Business is sold for up to 300 users; Enterprise plans cover larger estates.

Cost basis. Selected Business plans, all monthly subscriptions, from Microsoft's US and India price pages on 7 November 2026:

Cloud PC size US, per user per month India, per user per month
2 vCPU, 4 GB RAM, 64 GB $25.60 ₹2,300 plus GST
2 vCPU, 4 GB RAM, 128 GB $28.00 ₹2,515 plus GST
2 vCPU, 8 GB RAM, 128 GB $36.00 ₹3,235 plus GST
4 vCPU, 16 GB RAM, 128 GB $56.00 ₹5,030 plus GST
8 vCPU, 32 GB RAM, 256 GB $108.80 ₹9,775 plus GST
16 vCPU, 64 GB RAM, 1 TB $255.20 ₹22,930 plus GST

Microsoft offers the 2 vCPU, 8 GB, 128 GB size free for up to 30 days. For exit planning, note that Microsoft deletes all associated data when a subscription is cancelled.

Shift teams should also price Windows 365 Flex, sold per licence: $42 a month for 2 vCPU, 4 GB and 64 GB, where one licence covers up to three dedicated Cloud PCs for different users, with one active at a time. Three shift workers on one licence cost $42 ÷ 3 = $14 each a month.

The ESU link. Microsoft says Windows 10 endpoints connecting to Windows 365 Cloud PCs are entitled to ESU for up to three years with an active Windows 365 subscription. An old laptop that cannot run Windows 11 keeps receiving security fixes while it acts as the access device. Company data stays in the cloud, so a lost endpoint exposes less, but the endpoint still holds credentials and must be patched.

Management. Microsoft lists the Microsoft 365 admin centre, the Windows App or Intune.

App compatibility. Same as Windows 11. Graphics-heavy and peripheral-heavy work (scanners, dongles, USB instruments) needs testing over the remote connection.

Best for. Contractors, BYOD users, Windows 10 PCs that fail the hardware check, and teams that want a central desktop.

Option 3: Azure Virtual Desktop

What it is. Virtual desktops and remote apps that you build and run in your own Azure subscription. Microsoft markets it as the only cloud VDI service fully optimised for Windows 11 and Windows 10 multi-session, where several users share one VM.

Cost basis. Microsoft splits AVD pricing in two. User access rights come with eligible per-user licences, including Microsoft 365 E3, E5, F3 and Business Premium. Azure infrastructure (VMs, storage for images, disks and user profiles, and networking) is billed separately. Session hosts running Windows 11 or Windows 10, single or multi-session, are charged at Linux compute rates, and one- or three-year reserved instances can save up to 72% against pay-as-you-go. Windows 10 VMs in AVD get ESU at no extra cost.

There is no single price: cost depends on VM size, user density and running hours. Microsoft suggests a concurrency of 0.9 as a starting point for standard business hours, and its multi-session examples assume two Office users per vCPU and six call-centre data-entry users per vCPU. Model your case in the Azure pricing calculator.

Management. You own host pools, golden images, profile storage, scaling and patching: more work than Windows 365.

Best for. Organisations with an Azure team and enough users on similar workloads to fill multi-session hosts (we use about 50 as a rough threshold), shift-based teams, and anyone who wants desktops and data in a chosen Azure region.

Option 4: Linux desktops (Ubuntu 26.04 LTS, RHEL 10)

Lifecycle. Canonical's release-cycle page shows Ubuntu 26.04 LTS, released in April 2026, with standard security maintenance to May 2031, Expanded Security Maintenance and break-fix support to May 2036 through Ubuntu Pro, and a Legacy add-on to May 2041. Ubuntu 24.04 LTS runs to May 2029, or May 2034 with Pro.

Cost basis. The OS is free. Ubuntu Pro, which adds Expanded Security Maintenance, Kernel Livepatch, Landscape SaaS and compliance tooling, costs $25 per workstation per year, or $300 with 24/7 support, and is free for personal use on up to five machines. Canonical still lists FIPS 140-3 and CIS profiles for 26.04 as planned. We did not price RHEL desktop subscriptions. The real costs are app replacement, retraining and support.

Management. Intune supports Ubuntu Desktop 24.04 and 26.04 LTS with GNOME and RHEL 9 and 10, and its Linux compliance policies can require disk encryption, so a Microsoft 365 shop can manage Linux and Windows from one console. Canonical's Landscape is the alternative.

App compatibility. The deciding factor. Browser apps and Microsoft 365 on the web work; Windows-only business software, accounting packages and some device drivers do not. Publish those through Windows 365 or AVD, or keep those users on Windows.

Security baseline. Standard LTS support patches the Main repository for five years. Ubuntu Pro adds five more years for Main and up to ten years of patches for the Universe repository.

Best for. Developers, labs, kiosks, browser-only roles, and PCs that cannot run Windows 11.

Option 5: ChromeOS Flex

What it is. Google's free version of ChromeOS for existing PCs and Macs. Google says it is designed for the most common devices of the past ten years or more but officially supports only certified models. The minimums are an Intel or AMD x86-64 processor, 4 GB RAM and 16 GB storage, and Intel or AMD processors from 2012 or earlier and Nvidia graphics from 2014 or earlier are unlikely to work. Each certified model has an end-of-support year, and support ends on 31 December of that year.

Deployment. Besides USB installs, Google offers a 1 GB Windows package, pushed through Group Policy, Intune or Configuration Manager, that converts the PC and can enrol it in the Admin console.

Cost basis. The OS is free. To manage Flex devices you need a ChromeOS Enterprise Upgrade per device, listed at $4.17 per device per month MSRP with annual pricing. Google cites more than 600 policies in the Admin console.

App compatibility. Web apps, including Google Workspace and Microsoft 365 on the web. Google says Cameyo by Google can deliver legacy Windows apps as progressive web apps; we did not price Cameyo. Managed Google Play apps are available only on ChromeOS devices, not on Flex.

Security baseline. Google ships a full ChromeOS update about every four weeks, with smaller security fixes every two to three weeks. Google is open about the gap: ChromeOS devices have Google-designed security chips and verified boot, and Flex does not.

Best for. Frontline and shared devices, call centres and browser-only staff on hardware that would otherwise be scrapped.

Head-to-head comparison

The table condenses the sources cited above.

Decision table: pick X if

Pick If
Windows 11 on new PCs Users work offline, run heavy local apps, or most of the fleet already passes the hardware check
Windows 365 Business You have under 300 users, little Azure skill, and want a fixed per-user price or a home for Windows 10 PCs that fail the check
Windows 365 Flex Several shift workers can share one Cloud PC, one at a time
Azure Virtual Desktop You have an Azure team, enough similar users for multi-session density, or need a chosen India region
Ubuntu 26.04 LTS Users are developers or browser-only, and your apps are web-based or can be published remotely
ChromeOS Flex Devices are shared or frontline, work is in the browser, and the hardware is on Google's certified list
Commercial ESU only A named device's replacement will arrive after a renewal date; never as the plan

Worked cost example: 25 users over 36 months

Assume 25 users who already hold Microsoft 365 Business Premium, so that licence is common to every option. The table shows the extra platform cost over 36 months at the list prices above. Hardware is left as your OEM quote; we have no verified business-laptop price.

Option Arithmetic 36-month platform cost Still needed
Windows 11 on 25 new PCs 25 × your quote 25 × quote Nothing else
Windows 365, 2 vCPU, 8 GB, 128 GB 25 × $36 × 36 $32,400 (₹29,11,500 plus GST in India) A working endpoint per user
Windows 365, 2 vCPU, 4 GB, 128 GB 25 × $28 × 36 $25,200 A working endpoint per user
Azure Virtual Desktop Compute plus storage plus networking From the Azure calculator Azure skills to run it
ChromeOS Flex on existing PCs 25 × $4.17 × 36 $3,753 A route for Windows-only apps
Ubuntu 26.04 on existing PCs 25 × $25 × 3 for Ubuntu Pro $1,875, or $0 without Pro Retraining and app changes
Stay on Windows 10 with commercial ESU 25 × ($61 + $122 + $244) $10,675, ending October 2028 A replacement plan anyway

The ESU row assumes a device joining now: ESU years are cumulative, so it pays for Year One as well as the current year. Microsoft's IT Pro blog also described a discounted ESU licence of $45 per device for Year One, about 25% off, for organisations that manage updates with Intune or Windows Autopatch, sold through Volume Licensing.

Three readings of the table:

  1. Break-even for Cloud PCs. A 2 vCPU, 8 GB Cloud PC costs $36 × 36 = $1,296 per user over three years. If a suitable Windows 11 Pro laptop costs less than that, buying wins on platform cost, and the user can also work offline. Windows 365 wins when the existing PC can serve as the endpoint for three more years.
  1. Mixed fleets are normal. A realistic plan might put 18 users on new Windows 11 PCs and the 7 whose PCs fail the check on Windows 365 at $28 a month: 7 × $28 × 36 = $7,056.
  1. ESU is the costliest way to stand still. $10,675 patches 25 PCs to October 2028 and leaves the hardware question open.

India and EU notes

India. Windows 365 Business is priced in rupees with GST extra, and the AVD pricing page lists four India regions (Central India, South India, West India and India South Central) for desktops and data in the country. The DPDP Rules give most obligations, including security safeguards, an 18-month run-in from November 2025, which our DPDP Rules checklist computes as 13 May 2027. Central desktops reduce personal data on endpoints but do not remove the duty.

EU and EEA. In the EEA, the no-cost consumer ESU option lasts only while you stay signed in to the PC with the Microsoft account used to enrol. For Cloud PC exit terms, read our guide to the EU Data Act's cloud-switching rules.

Migration checklist

  1. Classify users by workload: offline or local apps, web and Microsoft 365, Windows-only line-of-business, shared device.
  1. Run the Windows 11 eligibility check on every PC.
  1. For each Windows-only app, decide: keep on Windows, publish through Windows 365 or AVD, or replace.
  1. Trial Windows 365 with one team for 30 days.
  1. Pilot Ubuntu or ChromeOS Flex on three to five devices.
  1. Set Intune compliance policies for every platform you keep.
  1. Budget commercial ESU only for named stragglers, by renewal date.
  1. Finish moves before 12 October 2027 for staff-owned devices on consumer ESU, and before October 2028 at the latest for managed ones.

Frequently asked

Quick answers.

01 What should small businesses replace Windows 10 PCs with in 2027?
For most, Windows 11 on eligible or new hardware, managed with Intune. Use Windows 365 for users whose PCs fail the hardware check or who need a central desktop, ChromeOS Flex or Ubuntu for browser-only and shared devices, and Azure Virtual Desktop only if you have Azure skills and many similar users.
02 Is Windows 365 cheaper than buying new PCs?
Not always. A 2 vCPU, 8 GB Windows 365 Business Cloud PC costs $36 a month in the US, or $1,296 over three years, and the user still needs a working endpoint. If a suitable Windows 11 laptop costs less than that, buying is cheaper. Windows 365 wins when existing PCs can serve as access devices.
03 What is the difference between Windows 365 and Azure Virtual Desktop?
Windows 365 is a fixed-price Cloud PC per user that Microsoft runs for you. Azure Virtual Desktop runs in your own Azure subscription, supports multi-session Windows and has no Microsoft per-user fee with eligible licences such as Business Premium, but you pay for and manage compute, storage, images and scaling yourself.
04 Can ChromeOS Flex replace Windows 10 on old PCs?
Often, for browser-based work. Google guarantees ChromeOS Flex only on certified models and asks for an Intel or AMD x86-64 processor, 4 GB RAM and 16 GB storage. Management needs ChromeOS Enterprise Upgrade at $4.17 per device per month MSRP. Windows-only apps need Cameyo or a remote desktop.
05 Can Microsoft Intune manage Linux desktops?
Yes. Microsoft's supported-platforms page lists Ubuntu Desktop 24.04 and 26.04 LTS with GNOME, and Red Hat Enterprise Linux 9 and 10. Intune compliance policies for Linux can require disk encryption and other settings, so a Microsoft 365 organisation can check Linux and Windows devices from one console.
06 Do Cloud PCs remove the need for Windows 11-capable hardware?
Largely, yes. The Cloud PC runs in Microsoft's cloud, so the local device only needs a supported client. Microsoft also entitles Windows 10 endpoints that connect to Windows 365 to ESU for up to three years with an active subscription, so an old PC stays patched while it acts as the access device.
07 How long is Ubuntu 26.04 LTS supported?
Canonical's release-cycle page gives Ubuntu 26.04 LTS standard security maintenance until May 2031. Ubuntu Pro extends security maintenance and break-fix support to May 2036, and the Legacy add-on to May 2041. Ubuntu Pro is free for personal use on up to five machines and costs businesses $25 per workstation a year.
08 How much does commercial Windows 10 ESU cost?
Microsoft's list price is $61 per device for Year One, doubling each year to $122 and then $244. Years are cumulative, so a device joining now also pays for Year One, and covering it to 10 October 2028 costs $427. Windows 10 virtual machines in Windows 365 and Azure Virtual Desktop get ESU at no extra cost.
