Summary. 3GPP approved the Release 21 timeline on 10 June 2026 at its TSGs#112 plenaries in Singapore. The first 6G milestone, package approval and Stage-1 freeze, is set for March 2027, at plenaries scheduled from 15 March 2027 in Rotterdam. Stage-2 freezes in June 2028 after an 80% checkpoint in March 2028, Stage-3 in December 2028 and ASN.1/OpenAPI in March 2029. Release 20, the last 5G-Advanced-only release, is planned to reach Stage-3 in March 2027 and ASN.1/OpenAPI in June 2027. Commercial dates differ. A Qualcomm-led coalition targets rollout from 2029 onwards. Ericsson expects first services around 2030 and forecasts 180 million 6G subscriptions by the end of 2031 against 6.4 billion for 5G. India's Department of Telecommunications (DoT) expects 6G by 2030, and operator group NGMN points to the early 2030s. We found no operator naming a dated launch. Our verdict: nothing you buy in 2027 will run on standard 6G. Spend 2027 on 5G standalone, network APIs, crypto agility and spectrum awareness, and write 6G upgrade questions into vendor contracts instead of 6G budgets.
About this article. For CTOs and network leads planning 2027 to 2030 budgets. On 1 November 2026 we checked standards dates against 3GPP's release pages, news items, meeting calendars and its work plan of 28 September 2026; India's position against DoT's Spectrum Roadmap for 6G services, TRAI's recommendations of 24 February 2026 and parliamentary replies; and forecasts against their publishers. 3GPP can move dates at any plenary. General information, not legal, investment or procurement advice; no vendor paid for inclusion. Researched with AI assistance and reviewed by our editorial team.
The Release 21 timeline as 3GPP approved it
3GPP says the timeline has held steady since the March 2026 plenaries and is now approved in joint documents RP-260868, SP-260595 and CP-261259. Working groups must now fit their resources to a functional freeze in December 2028, at TSGs#122.
| Milestone (Release 21) | Date | What it means for a CTO |
|---|---|---|
| 5G-Advanced/6G package approval and Stage-1 freeze | March 2027 | Service requirements and the first set of 6G work items are fixed. Nothing is buildable yet |
| Stage-2 80% completion checkpoint | March 2028 | Architecture direction becomes visible to vendors |
| Stage-2 freeze | June 2028 | System architecture is fixed; vendor roadmaps firm up |
| Stage-3 freeze (functional freeze) | December 2028 | Protocol details complete; chipset and network design can target it |
| ASN.1/OpenAPI freeze | March 2029 | Message encodings and service APIs stable enough for interoperable products |
3GPP's Release 21 page adds a qualifier: this will be the first normative 6G release, but it also carries a lot of 5G-Advanced specification work. March 2027 starts 6G normative work. It does not end 5G-Advanced.
RAN#115 runs 15 to 19 March 2027, SA#115 runs 16 to 19 March and CT#115 runs 15 to 16 March, all listed in Rotterdam. MWC Barcelona closes on 4 March, so anything said about 6G at the show comes before the approval. Our MWC 2027 briefing for app builders covers what to expect there.
Release 20: the 5G-Advanced freeze that lands in 2027
Release 20 matters more to 2027 budgets than Release 21 does. 3GPP describes it as the final release that is 5G-Advanced only. Its Stage-1 requirements froze in June 2025. The published plan (text dated December 2025 on the Release 20 page) put the Stage-2 freeze in September 2026, the Stage-3 freeze in March 2027 and the ASN.1/OpenAPI freeze in June 2027. The work plan of 28 September 2026 still names Stage-3 for RAN and CT in March 2027 as the next main milestone.
The March 2026 plan counted 126 work items and 74 study items for 5G-Advanced in Release 20. Headline areas are energy efficiency, AI/ML, satellite and non-terrestrial networks, NR mobility, NR coverage, public safety and sensing combined with communications. The September 2026 reports to RAN#113 show the same dates in practice: RAN2 items on AI/ML for mobility and XR carry 15 March 2027 targets, and RAN3 items on AI/ML and integrated sensing and communication (ISAC) carry 3 March 2027 targets.
Release 20 also hosts the early 6G studies. The Release 20 page lists 13, from 6G use cases and service requirements (SA1) and 6G radio (RAN1) to 6G security (SA3) and the transition to post-quantum cryptography in 3GPP (SA3). Enterprise security teams should track that last study now. The September work plan shows it at 96% complete, and the 6G security study at 40% with a June 2027 target.
What the March 2027 package is, and what it is not
The Stage-1 anchor already exists. TSG SA approved TR 22.870, 6G Use Cases and Service Requirements, at TSG SA#111 in March 2026. It covers system and operational aspects, AI, ISAC, ubiquitous connectivity, immersive communication, massive communication and industrial or vertical use cases. On the radio side, TR 38.914, 6G Scenarios and Requirements, was approved in June 2026 as v1.0.0 and can now go to ITU-R as a contribution to IMT-2030.
The next radio report will not be finished in March. TR 38.960, the Study on 6G Radio, is due for information at TSG#115 and for approval at TSG#116, which 3GPP lists for June 2027. The September work plan puts that study at 51% and the Release 21 6G service requirements at 40%, with a March 2027 target.
Reports to RAN#113 show what engineers are settling now:
- RAN1 (physical layer): milestones were reached on uplink channel coding, constellation shaping, higher-order modulation and 6G synchronisation signal block design. A preliminary assessment of multi-RAT spectrum sharing (MRSS) is now available.
- RAN3 (RAN architecture): 6G RAN will support the higher-layer split, CU-DU split and CP-UP separation, using the 5G split as the baseline.
March 2027 is not a product launch, a spectrum decision or a device standard. 3GPP's Release 20 page explains that ITU set early 2029 as the target for IMT-2030 technology proposals, with full specifications submitted by mid-2030 at the latest. 3GPP split the work across two releases to hit those dates: Release 20 for studies and Release 21 for normative work. Working Party 5D's 20 minimum performance requirements and its evaluation guidelines go to Study Group 5 for approval in December 2026. Its circular letter invites candidate radio technologies between February 2027 and February 2029, so the submission window opens a month before 3GPP's package approval.
When commercial 6G arrives: sourced estimates only
The table holds statements we could trace to the publisher.
| Source | What it says | Date |
|---|---|---|
| Qualcomm and partners | Spec-compliant pre-commercial devices and networks demonstrated in 2028; initial commercial systems from 2029 onwards | 2 March 2026 |
| Ericsson Mobility Report | First implementable specs by end of 2028 or early 2029; first commercial services around 2030, varying by region | June 2026 |
| Ericsson Mobility Report | Early adopters: US, China, Japan, South Korea, GCC. Europe about one year later than it was for 5G, relative to others. India positioning to accelerate | June 2026 |
| Ericsson Mobility Report | 180 million 6G subscriptions by end of 2031, excluding early uptake on AI devices such as smart glasses | June 2026 |
| DoT, Spectrum Roadmap | 6G expected to be available by 2030 | File path February 2026 |
| NGMN | Commercial introduction of standardised 6G likely in the early years of the 2030s, preceded by trials | June 2026 |
| 3GPP (citing ITU) | IMT-2030 technology proposals early 2029; full specs submitted by mid-2030 | Release 20 page, December 2025 text |
The range runs from 2029 to the early 2030s, with around 2030 as the middle. The 2029 date is a coalition objective, not a launch plan, even though the partners named include Airtel, Reliance Jio, T-Mobile and SK Telecom. NGMN's operators argue for enough time to get standards right. Treat 2029 as a target until an operator names a launch.
Ericsson also expects the 6G core to build on 5G standalone principles, with a new RAN and radio interface. That makes 5G standalone the bridge, not a dead end.
What CTOs should plan now
Put 5G standalone and 5G-Advanced on the 2027 roadmap
Ericsson counts about 390 operators with commercial 5G, more than 90 of them on 5G standalone (SA), and 84 commercial offerings based on SA network slicing, up from 65 six months earlier. If your contracts still assume best-effort 5G non-standalone, the near-term gains are slicing, service levels and uplink capacity. Ask carriers which 5G-Advanced features they will switch on in 2027 and 2028, and on which sites.
Use network APIs as the programmable layer you can buy today
The programmable network you can buy in 2027 is the GSMA Open Gateway and CAMARA API set: number verification, SIM swap, quality on demand and others. Our MWC briefing covers what is live in India. 3GPP's study list includes SA6 work on 6G application enablement, which suggests the API model will carry forward.
Start crypto agility work before 6G security is written
3GPP's post-quantum study sits in Release 20, alongside the 6G security study. Your own estate needs an inventory of where public-key cryptography lives in IoT gateways, VPNs and device management. That work does not wait for 6G, and our guide to CNSA 2.0 and post-quantum procurement shows how to put it into buying terms.
Plan for sensing and AI-native features as a privacy question
TR 22.870 lists ISAC as a 6G requirement area, and RAN3 started a Release 20 ISAC work item in 2026. If networks can sense movement and objects, data protection questions under India's DPDP Act and the EU's GDPR arrive before the products. Add sensing data to your data inventory templates now.
Write 6G questions into contracts, not 6G line items into budgets
For radio, private network and core purchases in 2027, ask vendors: which hardware can take Release 20 features by software upgrade; what their stated position is on Release 21; whether MRSS would let 5G and 6G share spectrum on the same equipment; and what end-of-support dates apply. Do not pay a premium for 6G-ready labels. No product can comply with 6G standards that freeze in December 2028.
Planning table by horizon
| Horizon | Standards milestone | What to do | What to avoid |
|---|---|---|---|
| 2027 | Release 21 package and Stage-1 (March); Release 20 Stage-3 (March) and ASN.1 (June); WRC-27 (October to November) | 5G SA contracts, network API pilots, post-quantum inventory, sensing-data privacy review | 6G-ready premiums |
| 2028 | Release 21 Stage-2 (June), Stage-3 (December) | Shortlist vendors on Release 20 upgrade paths; track spectrum auctions | Locking 7-year radio contracts without upgrade terms |
| 2029 | ASN.1/OpenAPI freeze (March); ITU proposals (early) | Pilot plans with carriers in early-adopter markets | Assuming 6G devices are available at scale |
| 2030 to 2031 | ITU specs by mid-2030; first launches around 2030 on Ericsson's view | Device refresh planning for 6G-capable fleets where coverage exists | Retiring working 5G gear early |
Worked example: will 2027 hardware ever see 6G?
Take three purchases made in March 2027 and set them against Ericsson's first commercial launches around 2030.
Company laptops and phones on a 4-year cycle. March 2027 plus 4 years is March 2031. If first service arrives during 2030, the overlap is 3 to 14 months, and only in early-adopter markets. Even the coalition's 2029 start would give about two years at most. Ericsson's forecast for the end of 2031 is 180 million 6G subscriptions against 6.4 billion for 5G: 180 ÷ 6,400 = 2.8%. 6G will barely touch these devices.
Fixed wireless or 5G routers for branches on a 5-year cycle. March 2027 plus 5 years is March 2032, which gives 15 to 26 months of possible overlap. Buy 5G SA-capable units with modular radios where the price difference is small, and do not pay extra for 6G claims.
Industrial gateways and private network radios on a 7-year cycle. March 2027 plus 7 years is March 2034, three to four years past the first expected launches. This is where upgrade terms matter. A contract that guarantees software upgrades through Release 20 and states the vendor's Release 21 path is worth more than a 6G logo.
In 2027, 6G is a contract clause for long-life assets and a non-issue for short-life ones.
India: Bharat 6G Vision, the alliance and the spectrum roadmap
Prime Minister Narendra Modi unveiled the Bharat 6G Vision document on 22 March 2023, and DoT launched the Bharat 6G Alliance (B6GA), an industry and academia-led society, on 3 July 2023. Its objectives include deploying 6G technologies by 2030.
Progress the government has put on record:
- Membership: 85 members on 15 March 2026 and 90 on 15 July 2026, per a Lok Sabha written reply reported by Indian Infrastructure, with seven working groups.
- Patents: the Communications Minister told the Lok Sabha that India aims for nearly 10% of global 6G patents and has contributed around 4,000 so far.
- Standards: the same statement says India's proposal on ubiquitous connectivity was accepted by 3GPP and ITU. It is now one of IMT-2030's six usage scenarios.
- Testbed: a 6G terahertz testbed at SAMEER Kolkata, with three IITs, showed a high-data-rate link at India Mobile Congress 2025.
- Participation: DoT's TDIP scheme helps eligible startups and MSMEs pay for 3GPP, ITU and oneM2M membership and meetings.
DoT's Spectrum Roadmap for 6G services sets out short, medium and long-term bands. We read the version on DoT's site, whose file path is dated February 2026; the government says it followed consultation with stakeholders including B6GA.
| Period | Band | New spectrum (per DoT) |
|---|---|---|
| 2025 to 2026 | 6425-6725 MHz and 7025-7125 MHz | 400 MHz made available for IMT, with location restrictions |
| 2025 to 2026 | 37-40 GHz | 3,000 MHz being considered |
| 2027 to 2030 | 6725-7025 MHz and 1427-1518 MHz | 367 MHz planned (300 + 67) |
| 2027 to 2030 | 42.5-43.5 GHz | 1,000 MHz proposed |
| 2027 to 2030, after WRC-27 | 4400-4800 MHz, 7125-8400 MHz or parts of it, 14.8-15.35 GHz | Subject to WRC-27 agenda item 1.7 |
| 2031 to 2035 | 66-71 GHz, plus sub-THz bands going to WRC-31 | 5,000 MHz in 66-71 GHz |
Made available does not mean on sale. On 24 February 2026 TRAI recommended keeping upper 6 GHz for IMT, leaving 6425-6725 MHz and 7025-7125 MHz out of the forthcoming auction, re-examining the question after WRC-27, and running trials around 34 satellite uplink locations. We found no published DoT decision on this by 1 November 2026.
What this means for Indian CTOs. First, 5G is the platform for this decade: Ericsson counted 430 million 5G subscriptions in India at the end of 2025 and expects more than 1.1 billion by the end of 2031. Second, do not plan on upper 6 GHz cellular capacity before the WRC-27 outcome. Third, plan sensing and location data under the DPDP Act before 6G features exist. Our DPDP engineering playbook covers consent and data mapping.
US, EU and UK notes
Ericsson expects the US among the early adopters, and ties Europe's later start to its later 5G SA deployment. For EU and UK buyers, the near-term lever is 5G SA availability, not 6G timing. Globally, WRC-27 agenda item 1.7 studies 4400-4800 MHz, 7125-8400 MHz and 14.8-15.35 GHz for IMT, so mid-band 6G spectrum depends on that conference, which meets in Shanghai from 18 October to 12 November 2027.
2027 checklist for CTOs
- Record the dates in your architecture calendar: Release 21 package March 2027, Stage-3 December 2028, ASN.1 March 2029.
- Ask each carrier for its 5G SA and slicing roadmap by site for 2027 and 2028.
- Pilot one network API where fraud costs justify it.
- Inventory public-key cryptography in network-facing devices and name a migration owner.
- Put Release 20 upgrade and Release 21 position clauses into radio, private 5G and core contracts.
- Keep device refresh cycles unchanged.
- Re-read 3GPP's Release 21 page after each plenary, starting with Rotterdam.
